Precise definitions of terms within your indicator:

School-age children -  Children aged 7-12
Complete Primary Education - Successfully pass grades 1-5 in an accredited primary schooling institution
Rural-Urban Residency - Urban Area: a continuously built-up area with a population of 10,000 or more (as defined by census bureau)
                                    Rural Area : those not classified as urban areas by census bureau 
                                    Residency: reported address in either rural or urban area
Unit of measure - Number of students that complete primary education / Total Number of school-age children
Disaggregated by - Rural and Urban residency to highlight project impact on rural areas
Justification and Management Utility - measure allows for an assessment of both access to and quality of primary education in Mongolia pre and post-implementation of program. A rising value for proportion indicates more students can enroll and successfully complete the primary educational system. Controls for population changes, unsuccessful students.
Data collection method:  Census on population, record of accredited educational institutions, school records on enrollment and primary school completion and student origin
Data source: Mongolian national census, Ministry of Education, School records
Data analysis: aggregate all source reports; before implementation of program, every year for the duration of the project and every 2 years hence until 2018.
Presentation of Data: line graphs with ratio on Y axis, and time on X -axis. Pie-chart of Total number of school-age children showing share of those who have succesfully completed an accredited primary education program
Review of data: During portfolio review, mission internal review, annual reportage to funding agencies and host government
