Development Plan Overview:
Dharavi
is the largest and most highly populated slum pocket in Asia. The
government has accepted the redevelopment project submitted by
Architect, Mr. Mukesh Mehta for the redevelopment of Dharavi which,
after subtle modifications (to come from commununity, will be
implemented through the Slum Rehabilitation Authority (SRA). According
to SRA norms, slum dwellers whose names appear on the registered voters
list as of 01.01.1995 and who
are legal occupants of dwellings are eligible for rehabilitation. This
means that only 57,000 out of 90,000 families are eligible to receive
relocation services and housing. These families will be allotted a self
contained one bedroom apartment of 225 square feet free of cost. During
the implementation of this project, eligible residents will be provided
with temporary housing in close proximity to Dharavi or in Dharavi
itself. The developer will bear the cost of rent, but utilities like
water, electricity, telephone etc. will have to be borne by the slum
dwellers. The development plan for Dharavi also includes amenities such
as wider roads, electricity, a water supply, playgrounds, schools,
colleges, medical centers, socio-cultural centers etc. For proper
implementation, Dharavi has been divided into 10 sectors and sectors
that will be developed by different developer groups. The total
duration of this project is expected to be 5 to 7 years.

Group 1: Pottery Artisans
You Represent the Pottery Industry
Most
pottery is made in small manufacturing units in the designated pottery
section of the slum. It is sold in domestic as well as international
markets. A larger house in this neighborhood is two stories high with a
total of 1,500 square feet that includes space for the family to live
as well as a working area and pottery
storage space. A smaller house is about half that size. On average,
potters make about 5 dollars a day, which is almost double the national
average. Currently Dharavi houses the largest pottery market in Mumbai
in the Kumbhar Wada District. There are plans for a specific commercial pottery area in the redevelopment plan, but only a few potters will benefit.

Group 2: Leather Tanners
You represent the Leather Industry
Dharavi
is home to a flourishing leather industry and is well known
internationally for its fine products. Many leather traders occupy
shops along the main road, considered to be some of the most desirable
real estate in Dharavi. Under the current redevelopment plan, pollution
intensive industries are not allowed to remain in the area. Since the
leather industry falls under this category, leather workers have no
choice but to leave the slum, forcing many to relocate to the distant
suburbs.

Group 3: Recycling Industry
You Represent the Recycling Industry
The
recycling sector is the largest industry in Dharavi and employs a
quarter of the entire population. Materials recycled include glass,
metal, plastic, and basically anything that can be reused. 80% of
plastic waste generated by the citizens of Mumbai is recycled by the
residents of Dharavi. This sector is so efficient that the UK actually
started exporting their waste to Mumbai for recycling. It turns around
the waste of 19 million Mumbai residents and has become a lucrative
profession for many citizens, between $80 and $400 a month. So much so
that it has been able to support bars, beauty parlors, clothing
boutiques, and recently major banks have begun to install ATMs.
Most
people who operate recycling facilities do so with about 3,000 sq ft at
their disposal. Success in this industry is dependent upon close
proximity to the source of the waste making their location near the
city center crucial to the success of their industry.

Group 4: Garment Industry
You represent the Garment Industry
The
garment industry in Dharavi consists of shops with high quality
ready-made garments as well as middlemen, manufacturers and exporters.
It is a major supplier of garments for the domestic market, and some of
the higher quality producers export their final products to the US and
UK. Many garment businesses are informally established and employ
transient workers. This
makes them especially vulnerable to the proposed redevelopment scheme
because only those businesses that have been formally established will
be recognized and provided with transition assistance.
